Steering column bearing

Steering column bearing
Is there a fix for the lower steering column bearing that keeps coming out of the column? I tap it back up but it slips down again after a while. I might try a clamp around the bottom to keep it in.

Tap it back in place then either use a wire ti, or a hose clamp to secure it.

My steering column moves back and forward about a 1/2 inch to an inch. Is this caused by the lower steering column bearing? If so, where is the lower steering column bearing?

Yep.
It is on the bottom of the steering shaft, near the foot pedals, ya can't miss it.
