A 3 arm pulley puller or a press I think.
Some one has a how to on rebuild of them... I have to go look for it.

I bought a "new" pump and have to use the old one. 

1990 VW Cabriolet, 1.8L automatic.

I never could find a puller that would fit. I ended up heating up the "pulley mount" and used a straight screwdriver (then a Z bar) to get it off. To mount it on the new pump I put the pump in the freezer for about an hour then put the "pulley mount" in the oven. It slipped right on.
