The top on my 90 cabby doesn't go all the way down. It leaves a 4 inch space when I install the boot. Everything else works fine with the top. It goes up and down easily and it latches fine. I lubed all the joints with WD-40 but with no luck. I guess I can live with it but just wanted to check if anyone else out there has had the same issue. check out the pic.

You probably are the owner of a 90 cabby with the frame off a 80-81 frame as they sat taller than the 83-93's.
Or
Your padding is preventing the top from latching. One easy way to tell is if there are 3 folds to the material in the pack or 2.
I would need to see the top, without the boot cover on. But it is probably a older frame.

The top's struts could also be seized.
Post a picture of the area behind the rear seat with the top up; we should be able to determine what top frame your car has.
