Hi,
I have a '84 Rabbit Cabby and it appears like I have a broken 'ground strap' between the hood and the car frame (near the driver-side hood hinge). Is that what it is or does this strap serve a different purpose? Do I need to fix/replace it? How? Where can I find a replacement strap?

That is called a Bonding wire. It places the Hood at the same potential as the frame. Is it needed? Well in the days of non-resistor plugs, and wires it would cause a motor boat effect in the Radios of the day. (you could hear the engine rev)
It isn't really needed, but you can make a new one using flat copper braid (similar to solder sucker wire, solder the ends then drill a hole for a m5-m6 bolt and place heat shrink over it then screw it to the fender bolt and then the hood hinge bolt.
A lot of them got removed when folks took off their hoods to work on engine swaps, and never replaced them.
