Fuel pumps stay on

I am helping a friend with an 87 Cabby that is bone stock. The car has several issues that need to be sorted out but one has me stumped at the moment. Both fuel pumps stay on as long as the key is on run(key on engine off.) Both pumps are new as is the relay. I know on my Digi the pumps cycle on for a short time and turn off and I thought cis would be the same.

CIS does cut off. Start checking your wiring. Someone has either "fixed" a pump problem in the past or you have a wiring shorting somewhere and completing the circuit.

Make sure you've got the right fuel pump relay in the fuel pump relay spot on the panel:

You didn't say whether the constant-on problem was an issue prior to replacing parts; if it was not, then it sounds to me like the incorrect relay was installed.

Thank you for the replys. I am not sure if the issue was present prior to pump and relay replacement or not. To me the most logical place to start will be the relay panel. The owner may have swaped relays around and it may be that simple, he was swaping them out incorectly. Is the relay the only thing that will tell the pumps to turn off with the key on engine off?

Yes.

I also had the pump stay on once when the fuse panel was full of water.
