When replacing the starter, how do you remove the little bushing in the bell housing.

With my new starter came a new bushing and a warning that says " WARNING! The Bushing Inside The Bell Housing MUST Be Replaced. Failure to install this bushing will cause damage to this starter which will result in a no-start condition of the vehicle"

Maybe its the brand of starter or something?

well
if you have a bushing already installed, go with it
i can only recall a single time that i know of someone that didn't have that bushing, and yeah, gave the car some mad starting issues
but for the most part, they don't fail and need replacement

You could pull the trans and drive it out, I doubt you want to do that.
There are bushing pullers available.......

Least expensive method is to run a tap in it, cutting threads as you go, when the tap bottoms out, keep turning, the tap in the threads already cut will act as a puller in the bushing against the block, it'll walk right out.

The starter manufacturer is probably trying to cover their tail, here. If the bushing is worn out the starter won't work very well and might be damaged. By telling people to always replace it, they're reducing the number of warranty returns they get.

The tap idea is a classic one. On Beetles I've also heard of people yanking them out with a slide hammer with a hooked tip.
