ok, i've never had to deal with this so i'm not sure on the answer. spare tire in trunk says to inflate to 60psi. would that be with the tire off the car (and thats why it's so high) or on the car????

Like Brian said, yes.

Just remember this rule of thumb; the smaller tire, the higher the pressure.
