Which cable?

You can replace both with out buying a new top

Mine currently doesn't drip unless the wind hits it just right. It didn't drip at all when I first installed it.

They certainly can be leak-free in the sense of not dripping on you when you're driving. If you go through a high-pressure carwash, or park the car outside in a big rainstorm for a couple days, you'll probably find a bit of water inside no matter what, though. Convertible tops are made to shed water, not to be totally watertight.
