would this be called the power steering tensioner or something else? i'm having a hell of a time finding it :(

I would bet that you can find what you need on a 1.8v golf 85-90 is non-2.0....
I can see if I have one in a yard around here but it will be later on in the week before I can get over there.

Went to a wrecking yard today, and they had a power steering pump bracket that I picked up in case you still need it. Let me know. All the bolts and both halves of the front bracket.
including the barrel bolt and nut......
