I'm with Gull here. Frequency valve inop. will give you exactly these symptoms. Located on the backside of the airbox. Small Bosch style plug. Check with key on for vibrations/buzzing from the valve. I was so scared when I did it, I can't even tell you.
Hasn't been that bad. Course the wife has picked up
a lot of the slack. I had a $7,000.00 increase on the
net last year and this year is starting out stronger. If
you can swing it, do it.

You can get by without it too. Turn the rack all the way to one side and
remove boot. You can usually get a pair of large pliers or even the correct
wrench in between the control arm and the subframe. Did it for many years.

My understanding is that only in extreme cold weather is it generally a problem. Chicago would probably qualify. In my opinion the Beetle is easier than the MkIII vehicles. The replacement o-rings are made of better material. You can tell the difference by looking for the two locating protrusions on the inside diameter of the o-ring. If they are not there then don't use it.
