Seriously, the t-belt belt has to have striped off all it's teeth around the crank gear, maybe the cam is seized or snapped?
Any oil showing on the dipstick? Look fresher than it should?
If the crank gear was fargin loose on the crank again, seems the accessory belts wouldn't be turning either.

That is a noise damper you're worrying over. It can be replaced with standard EFI fuel hose and clamps. The pump will obviously be a bit louder without that damper, it'll function fine in all other aspects.
