rubber outside as in pic 1. It will seal body to seal then seal to top, and body.
No sillycone.

Yes I have a 90 Cabriolet with the airbag, but this is the fix ror a non-airbagged unit as well. I never have heard a fuel pump Singing.....Humming maybe as they don't know the words. LOL...........
I would suspect the in-tank first, causing a strain on the Primary........

There are clean and clear take-aways on your steering wheel if you remove it because of the advent of the airbag that you have to follow, but you don't have to remove it to check the position of the lower bearing or to shove it back up in place.

That is usually a sign that the lower steering bearing has moved out of position. At the bottom of the outer shaft if you see a white or yellowed thing that is sticking out, then push it back up in place and hold in position with wire ties and or a hose clamp, and consider it a permanent fix. I would do the Static timing as outlined in Ron's tutorial. You set the base time, then use a DVOM to adjust it. From the connector and the location those I suspect are the wires out of the back of the Heater control panel RH side. But I thought those were brown and blue/gray.
