Update: I checked the grounds and everything is well grounded, engine and body, and cleaned any corrosion or build up. I found the cause for the horn problem though, in r,1,3,5 the linkage touches the power-steering line and grounds it out. I hooked up the meter and found a faint voltage..like .08-....
